This research work analyzes the situation (in the year 2019) of medium-sized companies in the construction sector in relation to cost and schedule management. The constant challenge for these companies is the management and good use of their resources in order to obtain the expected profitability. The theoretical framework of the research work is developed based on the ANSI/EIA-748D standard, Earned Value Management System, which allows obtaining and documenting reliable information for decision making. Based on this standard, we seek to propose a methodology according to the needs and size of construction projects. Considering the ANSI / EIA-748D guidelines, a methodology is developed, which consists of a series of procedures that will allow the planning and monitoring and control of the project to be carried out, in addition to alerting deviations in the performance measurement baseline (PMB). Finally, the proposed methodology is applied to manage and control costs, considering the ANSI / EIA-748D standard. It also includes the simulation of the application of the Earned Value technique to a medium-sized construction project.
