The research work entitled "Updating the Works Management System by the Direct Budgetary Modality for Local Governments - Case: District Municipality of Livitaca", is the approach to a management system that arises from the need to contribute to the governments local in the country, have a model management instrument to achieve efficiency in public spending when executing works by direct administration. Through Chapter 1, the problem is identified and the relevance of the selected topic is revealed due to the times and costs in excess with respect to what was initially programmed in the works, which leads us to show the results obtained as a result of a series of surveys of the technical staff of the municipality, results that allow us through the use of the Cause-Effect management tool to obtain the most probable cause of this management problem, indicating the general and specific objectives of the investigation as well as the scope and limitations found . Chapter 2 details the theoretical framework, which describes the basic definitions of the projects, with an emphasis on public investment projects. The standardization that means the unified way of carrying out methodologies and procedures is detailed, as well as the models for identifying the degree of maturity in project management in organizations are specified, in a specific case the OPM3 Maturity Model proposed by the Project Management Institute (PMI). Chapter 3 analyzes the current situation of the Urban and Rural Infrastructure Management of the District Municipality of Livitaca by analyzing the most important external and internal factors that affect public management. Likewise, the OPM3 (Organizational Project Management Maturity Model) methodology developed by the PMI (Project Management Institute) is used as a maturity model, with which, through a set of procedures associated with the application of good practices in project management, As well as the evaluation of strengths and weaknesses detected with the application of qualitative (interviews) and quantitative (questionnaires) techniques, it is possible to generate an approach to improvements in the management of public investment projects, which, after a period of follow-up and monitoring We project that the Entity will be able to count on efficient cost and time performance in the management of public works by direct administration. Regarding Chapter 4, the Value Proposition of this Research Work, technical proposals are proposed by a new sub-unit attached to the Urban and Rural Development Infrastructure Management called Management Control, proposing: a new Process Diagram for the Public Works Division, the incorporation of new management procedures, the incorporation of improvements to the Municipality's Public Works Management Directive, the viability of the project through a cost-benefit analysis, formulating the Act of Constitution as an instrument of management for the administration of this new project to be implemented. Finally, in Chapter 5, we conclude with the formulation of the conclusions and recommendations suggested in the implementation of this new management project.
