Purpose: This research seeks to understand the action of the strategies used by state actors in conflicts between local communities and mining companies. Method: It is a basic research, of a descriptive level, it is observational, non-experimental, cross-sectional, with a qualitative approach, with a phenomenological design. The research instrument was the unstructured interview applied to an opinion sample of eleven people related to the management of mining conflicts. Results: For 90,91% of the participants, the normative-legal-constitutional integration is a relevant aspect in the negotiation; for 72,73%, inter-institutional collaboration is a viable strategy in negotiation; 63,64% indicate that the formation and integration of state negotiators is basically necessary to start the negotiation; 90,91% consider that the technical-academic training of state actors is a necessary strategy in negotiation; 90,91% appreciate that communication barriers are a problem in negotiation; 72,73% believe that stereotypes are a problem that hinders negotiations. Conclusions: State negotiation strategies in conflicts between mining companies and communities of direct and indirect influence in the mining area are guided by the actions of legal regulations, inter-institutional collaboration, the formation of state actors and democratic dialogue that must be improved to have more efficient results in the resolution of conflicts in Peruvian mining.
