The objective of this research was to evaluate the management of user organizations, 13 years after the creation of the National Water Authority in Peru, based on the hypothesis: “the poor management of water in user organizations is due to various factors, such as inadequate implementation of standards, low efficiency in water use, poor administration of water rates, etc. The information collected and its analysis allowed us to reach the following clarifications: Regarding water regulations, there are important advances such as the creation of the ANA (2008), LRH (2009) and its regulations (2010); LOUA and its regulations (2015); and, State Policy No. 33, in addition to other planning instruments of the SNGRH, but there are still aspects that must be evaluated, such as the integration of the MEF, MINEDU and MINCUL to the Board of Directors of ANA, to socialize the PNRH in them, and thus have resources that allow the development of projects aligned with the strategic objectives of the Plan. The rates, administered by the JUs, are public resources, they are part of the financing of the PNRH and serve to pay for the operation, maintenance and development of the hydraulic infrastructure that they are responsible for, to provide the public water supply service to users. ; However, the case studies corresponding to the evaluated JUs reflected deficiencies in their management, a fact corroborated with surveys applied to the technical staff of the AAA JZ, whose responses also denote weakness within ANA. Based on the researcher's experience and the cases presented in a documented manner, they allow us to affirm that the indicators applied by ANA, to draw the baseline of the JU Strengthening Program, must be reoriented because they are very ambiguous and do not reflect the reality of the situation that transcends the evaluated JUs.
