The Regional Government of Loreto is a public institution that has a large amount of computer equipment, distributed in different units and are for the exclusive use of personnel. Due to the large number of teams, that institution has the Executive Office of Institutional Development and Information Technology, which is responsible, among other functions, to provide assistance and support to all people who work there. This large amount of equipment, offices and staff, because they are very difficult to control, require a system called "System Control Computer Goods and Technical Assistance for the Regional Government of Loreto" which allows take control of both the hardware with software that does the institution, indicating the office to which he belongs and staff to which he was assigned. Moreover, the existence of a module that allows to keep track of incidents that occurred with computer equipment (hardware and software), to thereby record the solution made, responsible for the care and the applicant is required. That's why the main objective of this paper is to analyze, design and implement a system that allows keeping track of IT assets, both hardware and software, telling the person to whom they are assigned and the office to which he belongs, to obtain a list of all existing equipment and components in the institution and thus provide technical assistance to all personnel working in the institution, indicating the person who performed the care, the solution provided, the applicant staff, etc. so we can control the time it takes to solve a problem, the number of visits for technical solutions to obtain report, the most common problems, etc. To make this work was used, in part modeling, RUP with UML notation, using the Rational Rose tool in the design part of the database, the database manager SQL Server 2012 data and the part of the system development platform visual studio .NET 2012 through visual Basic .NET language, using object-oriented programming. To obtain results in a system with their respective modules (administrator, receptionist and support), divided into three layers (data, business logic and presentation). According to the work done, it can be concluded that the system meets the proposed objectives since it met the established indicators, in addition to providing security, integrity and availability of information. It is recommended to sensitize the staff to comply with the established form of work through the system and in addition to training users in charge of handling it.
