The problem of every State is the create new sources of employment for its citizens. Currently Latin America and particularly the Peru, have substantially improved their indexes and indicators of poverty, but still, the lack of employment is still a latent problem. In this context, the economic and social development in a secluded from the rest of the country, geographic area requires agents to perform necessary activities in the value chain to achieve it, and the two most important actors are the State and private enterprise. Faced with this situation, the State must find mechanisms to promote private investment in the basin of the Putumayo River, creating the necessary conditions for this are from within a framework of full democracy, of political, legal and economic stability; of equal opportunities for all. It is in this context, influencing the State, from instances of the central Government to the local District Government, the market and its participants creating a series of institutions responsible for promoting and regulating the activities that are carried out, despite the difficult geography of the Amazon. This research has focused on studying the high obstacles to Government's decisions in the value chain of business activity in the basin of the Putumayo River, as well as describes the high obstacles in the string value of each of the main business activities, determining the perception that has the current decisions taking Colombian and Peruvian authorities in government institutions, and proposes new decisions of Government to promote the development of entrepreneurship in this border area. Much of the involved population believes that Government decisions are high obstacles influencing the results in the value chain of business activity in the basin of the Putumayo River, as well as that there are high barriers in the value chain which reduce the results of each of the main business activities, and that the current decisions of the Peruvian Government authorities do not differ from their Colombian counterparts.
