The present investigation was to determine if the level of perceived environmental indicators with attitude are independent or are disconnected in relation to the knowledge components, sensitivity and behaviors favorable or unfavorable toward environmental conservation in the use of resources attitudes forest in the communities of Puerto almond and Nina Rumi, Loreto Peru and formulate a proposal for Participatory Environmental Education Program (EAP). The study was descriptive transeccional, was based on a sample of 166 subjects, the Likert scale was used, validated cognitive, behavioral and emotional environmental components in response to "high", "medium" or "low" attitudes towards conservation environment. The results indicate that most of the variables studied in the two communities expressed a "high" attitude in the cognitive, affective and reactive towards the environment conservation use of forest resources. In applying the test chi square test of independence was demonstrated that there is enough evidence to say that the attitude of the forest resource is not unrelated to levels of perceived environmental indicators in the two communities, we implied that the level of knowledge , behavior and sensitivity are influential compared to favorable or unfavorable towards conservation of forest resources attitudes. From this we conclude that the attitudes of rural people are strongly influenced the degree of perception of the environment, due to environmental factors at the family, social and economic level. Finally formulated the Participatory Environmental Education Program (EAP), where the design includes five stages: a) participatory design and implementation; b) training of multipliers and development of teaching materials; c) dissemination and motivation; d) permanent environmental education; and e) monitoring and evaluation.
