In 2014, the education sector used for the first time the investment mechanism called “Public-private association”, better known as APP, this investment mechanism for the public sector was made in order to reduce the public infrastructure gap, as well as in educational institutions, thus contributing to the educational quality of many students. Faced with this situation, the present thesis aims to describe how the public-private association will develop in the educational infrastructure of the educational institutions of UGEL N ° 5 of the district of San Juan de Lurigancho, 2019. Methodologically, the study had a qualitative approach, whose type of research is the phenomenological of descriptive design. The study sample was carried out to the directive personnel of the 12 educational institutions of the UGEL Nª 05 of San Juan de Lurigancho who are on the 2015 list, institutions that would be part of the investment through PPP, to whom an instrument was applied structured interview for data collection. The findings obtained in the educational institutions of the UGEL No. 5 visited show us the acceptance by the managers to be part of the APP, since they believe that it is the only way to reduce the educational infrastructure gap and thus give a better quality in the education of students, requiring greater communication to avoid politicized groups opposing it. Likewise, there is a lack of knowledge of the institutional regulations on the part of MINEDU. It should be mentioned that the projects that have been working with the Ministry of Education have been covered by a private initiative co-financed by the IPC, and are in the formulation stage. In conclusion, we can determine that if the educational infrastructure gap is to be reduced, greater speed is urgently needed in the contracting stages with the PPPs, to have a committed, efficient and knowledgeable staff in PPP aspects by MINEDU, and on the other hand, the formation of teams in the supervision or follow-up with the intervention of the different levels of the schools, UGEL personnel and / or municipalities. Also, a private sector committed to the development of the country.
