Abstract: Se describen las experiencias de un grupo de empresarios profesionales del rubro veterinario para la formalización de una empresa comercial de importación de insumos veterinarios para el sector avícola y porcícola y del registro de productos a ser importados durante las restricciones sanitarias y de movimiento por efecto de la pandemia de COVID-19 en Lima Metropolitana. Se presentan los requerimientos solicitados por la Superintendencia Nacional de los Registros Públicos (SUNARP) para el registro de la empresa y los trámites ante Notario Público para la preparación de la minuta previo a su inscripción en la SUNARP. Asimismo, se presentan los requerimientos y procedimientos hechos ante el Servicio Nacional de Sanidad Agraria (SENASA), así como las dificultades encontradas para obtener la autorización de importación de cada producto veterinario una vez que se obtuvo la apertura legal de la empresa. Los trámites ante el SENASA incluyen el Registro de importador, exportador, distribuidor, fabricante y/o envasador de alimentos no medicados para animales (IP-06.1), el Registro de responsable técnico de empresas de productos veterinarios (IP-09) y el Registro de alimento para animales (IP-01), de acuerdo con el Texto Único de Procedimientos Administrativos (SENASA, 2020). Estos trámites se realizaron entre octubre 2019 y enero de 2021 de manera virtual por las restricciones de movimiento debido a la pandemia del COVID-19.
This paper describes the experiences of a group of professional entrepreneurs in the veterinary field for the formalization of a commercial company for the importation of veterinary supplies for the poultry and swine sector and the registration of products to be imported during the sanitary and movement restrictions due to the COVID-19 pandemic in Metropolitan Lima. The requirements requested by the Superintendencia Nacional de los Registros Públicos (SUNARP) for the registration of the company and the procedures before a Notary Public for the preparation of the minute prior to its registration in the SUNARP are presented. Likewise, the requirements and procedures made before the National Agricultural Health Service (SENASA) are presented, as well as the difficulties encountered in obtaining the import authorization for each veterinary product once the legal opening of the company was obtained. Procedures at SENASA include the Registry of importer, exporter, distributor, manufacturer and/or packer of non-medicated food for animals (IP-06.1), the Registry of technical manager of veterinary product companies (IP-09) and the Registry for animal feeds (IP-01), according to the Single Text of Administrative Procedures (TUPA-SENASA, 2020). All these procedures had to be carried out virtually between October 2019 and January 2021 due to movement restrictions due to the COVID-19 pandemic.
