The purpose of this study was to determine the perception of Law that prioritizes the sterilization of dogs and carts as a component of the national public health policy (N° 31311) applicability based on Metropolitan Lima and Callao government officials. It was designed as a descriptive observational study based on interviews. It involved 27 of the 50 municipalities that compose Lima and Callao. 63% mentioned that they fully knew Law N° 31311, but only 44.4% correctly considered that it was not regulated. 66.7% did not discuss the implementation of the law and 74.1% did not count with appropriate financing for its implementation. 88.9% indicated that their district did not count with a municipal shelter and 74.1% considered that the implementation of a shelter in one municipal management would be overly complicated. All the respondents considered it was important to educate the populations about benefits of sterilizing pets and 55.6% of municipalities officials answered that their municipality has not carried out a situational diagnostic studies of the animals. Therefore, it can be concluded that the little knowledge of Law N° 31311 by the authorities and the lack of economic resources allocated for its implementation would have a negative effect on the applicability of said norm in the municipalities of Metropolitan Lima and Callao.
