El Programa del Vaso de Leche (PVL) is a state policy in Peru, which seeks to help vulnerable populations to have access to food and nutrition. Due to the political and economic crisis and the pandemic caused by Covid-19, the following indicators have increased: monetary poverty (30.1%), chronic malnutrition (25.7%), and anemia (43.5%) in children under 5 years of age, and with this, the vulnerable population has increased. Therefore, in this research we proposed to analyze the access of vulnerable populations in the department of Lima and the coverage offered by the PVL, during the period 2018-2020. The type of study was observational, descriptive, and retrospective. The data were analyzed using Stata software (version 15), and corresponded to the results of the National Household Survey of Peru, conducted by the National Institute of Statistics and Informatics. As a result, it was determined: a reduction in the total number of affiliates between the years 2018-2020 of minus 34 thousand 13 people, and social organizations; the provinces that showed reduction in the proportion of affiliates were: Canta, Cañete, Huarochirí, Lima, Oyón, and Yauyos; the affiliated groups that showed an increase in the frequency of access were: children from 0 to 13 years of age and older adults; the PVL coverage of the department of Lima averaged 21.81%; the variation in negative values of coverage was present in children from 0 to 6 years of age and older adults, but children from 7 to 13 years of age maintained coverage above 62%. These findings show that the PVL as a public policy of the State is still far from achieving the goal of reducing hunger and social inequalities in vulnerable groups.
