Over the years, the literacy rate has been increasing, but it is still not possible for 100% of the population to be able to read and write, which in the long run would improve the country's economy in many areas. To increase this rate, it is necessary to implement public cultural spaces that help people to have a comfortable place with all the resources to educate themselves at their own pace, in their free time. The public library is the best place to provide quality material and different activities that help to promote reading and writing in the entire population, from children to the elderly. But in Peru, this equipment is scarce and if there is one, it does not have the technology or the material that is needed. A clear example today is the city of Huacho, which only has a library of less than 100 square metres, which does not have the resources, nor does it supply the population. In this research work, the problems of the city of Huacho will be analysed in more depth and a response will be proposed based on the needs of its population. Obtaining the best architectural solutions that will improve the quality of education in the community. Considering all the requirements and regulations, an architectural proposal for the building will be achieved, which will have the emphasis of blending in with its immediate surroundings.
