The main objective of the research is to analyze the selection processes of goods, services and works of the Municipality of Ricardo Palma, during the year 2023, within the framework of Law No. 30225 State Contracting Law and its regulations approved by decree. Supreme No. 344-2018-EF and Amendments. Therefore, the research was based on a qualitative approach with a design in accordance with grounded theory. Contracting with the state is an area of law that is constantly changing and evolving. Technicians and professionals who belong to this area face the permanent challenge of staying updated and maintaining their current OSCE certification, making informed interpretations of the legislation, and adapting it to the constant changes in the sector, whether for the implementation of contracts or the solution. of controversies. However, despite the existing legal framework, and the strenuous efforts made by the contracting supervision body with the OSCE state, in practice a number of events occur, especially in rural municipalities that contravene what is established in the standard. and even acts that border on crime occur.
