The purpose of this research is to propose a Maintenance Plan to increase safety conditions in hydrocarbon transportation vehicles supervised by Osinergmin in the city of Trujillo, so that these units can obtain the permits to continue operating. A methodology with a quantitative, non-experimental approach of descriptive design was proposed. The development of the research will be based on the regulations issued by Osinergmin. With a sample of 156 tanks, the initial diagnosis showed that 97% of them have had some corrective maintenance and only 27% have had preventive maintenance, which reflects that only 1.28% of the sample has complied with all Osinergmin requirements and the others have failed to comply with 62% of the total safety conditions. The plan is based on the TPM methodology, which includes improvements focused on administration, health and safety, as well as personnel training, application of the 5S, preventive maintenance, autonomous maintenance, and the steps to follow for their execution. Statistically it was demonstrated that, through multiple linear regression, the set of safety conditions has a positive and significant relationship with respect to the approval of the tank, obtaining an R2 close to 1, concluding that if the entrepreneur applies the plan proposed in this study, the safety conditions of its tanks will significantly increase and therefore the approval of the licenses by Osinergmin.
