In this research work we will see the application of artificial intelligence applied to the recognition of patterns in the detection of alphanumeric characters in a vehicle registration, since nowadays the identification of vehicle plates has become a poor task, because of the bureaucratic procedures in which the victims of the robbery are involved, which involves approximately 24 hours in declaring a vehicle as stolen and start their search , this being the main problem because the time factor plays a very important role in detecting stolen vehicles, because, if it is not detected opportunely this could be found within the black market and sold by parts. Currently, the only way to detect stolen vehicles is by means of MEGA operative calls, which is to ask the disprover for assistance between personnel and vehicles of persecution, working in conjunction with the police officers of our company, we must also mention the so-called serenazgo or operative support staff, which consists of collating the list of vehicles stolen in the time provided by the disprove with the vehicles in circulation , if any coincide will start the recovery of the vehicle, this being an obsolete way to capture, since the statistics have shown that neither the 20% of recovered vehicles are reached, and in addition to them represents a high operating expense to our jurisdiction. In the present work, the use of artificial intelligence applied to the recognition of alphanumeric characters of plates of vehicles of Peru, which starts from the acquisition of a digital image from an IP camera, is applied. The enrollment recognition system was developed using image processing technology where we defined the characters letters and numbers containing a vehicle registration. For this work, has been chosen a system of recognition of patterns of free Code "JAVAANPR", which has been adapted to the digits of the plates of vehicles of Peru. For the storage of identified data, a reporting system has been developed whose function is to record victim data as well as vehicle data and store them in the database of the system registration of complaints and begin with the process of identification and collating of plates characters detected by the recognition system and the characters of plates of vehicles that have been registered as stolen. These data are entered by the staff of the police station as well as in charge of the system of registration of complaints. The software architecture was made through the use of the RUP methodology and the development of an SQL database. Data from stolen vehicle plates were provided by the disprove and the police stations of our jurisdiction.
