The present investigation aims to determine the incompatibility of judicial mandates with the register entries from the registry of urban lands with regard to the high rate of precautionary measures in the registration zone IX headquarters at Lima. That the second paragraph of the article 2011 of the C:C. somehow collides with the delicate work that made the public loggers to qualify the documents submitted to it, still a limitation on the principle of legality when there is an injunction that sorts and causes an entry in the register entries of imperfect titles or illegal. That some civilian judges violate the principle of impenetrability of article 2017 of the C:C: and the article X of the TP of RGRP where it is establish that no one register a title with another incompatible already inscribed, although in the same or earlier date. The civilian judges need registration information in real time on the registration history before issuing injunctions, in a way to protect the legal certainty for the benefit of society. The population is made up of civilian judges, registrars and lawyers with registry law knowledge, who answered a questionnaire, demonstrating the acceptance of the hypothesis; the research is comparative and descriptive. It is important is the contribution of the comparative legislation that has been developed and analyzed in the present investigation of the standards in the countries of Spain and Argentina, where it has been regulated the rating registry of the court documents. In this way it is proposed a bill for the implementation of an amendment to the second paragraph of the article 2011 of the civil code, where is provide the specific powers to the registrer for the registration of rating judicial mandates, related not to infringe upon the register entries and protect the legal certainty for the benefit of society.
