The area of this study project is to develop an administration model of external stakeholders applied to water infrastructure projects in regional governments in southern Peru, using the prominence model, to prevent the development of conflicts that negatively impact the execution of the project or during its operation or start-up, considering that many projects do not conclude precisely because they do not focus on the real interests, requirements and requirements of the interested parties. For this, a survey and analysis of theoretical information was carried out to support the study carried out. Afterwards, the diagnosis of conflicts with stakeholders in water resources projects was carried out, and for this, information was collected from primary and secondary sources. From the collection of information, it was possible to consolidate important information that helped us to analyze and the various problems in the execution of many of these projects. A proposal for the Management Model of External Stakeholders was prepared, which will significantly help the successful completion of said projects, taking as a reference that regional governments do not have areas or offices with due importance and interference in the main projects of water infrastructure, with the sole purpose of consolidating the completion of these social projects. The investment to implement the model is S/ 236 250. The financial evaluation of the project clearly shows that the project is viable, with a NPV of S/ 1 712 594 (greater than zero) and an IRR of 74.0 % (greater than the quarter rate of 2.0 %).
