The research work has as a case study the company Mapfre Peru, to provide a solution proposal to non-compliance in strategic projects, in relation to cost overruns, term and scope of the annual strategic plan. It should be noted that the information used for the research work is referential, because real data cannot be presented for reasons of confidentiality. This case study analyzes the areas that currently manage projects in Mapfre Peru. On the one hand, there is the Strategic Planning area, having under its management the business projects (81% of the portfolio), which lack a project management culture; on the other hand, there is a departmental PMO, located in the Technology area, which only manages strategic IT projects (19% of the portfolio), under a methodological framework in project management, in turn the PMO-TI has other activities of the area. Knowing that the PMO plays an important role in delivering value, it also contributes to strategic alignment, to the establishment of the most appropriate projects according to the context, to customer satisfaction and to the general vision of the projects. The design of a Strategic PMO is proposed, with this it is expected that 100% of the project portfolio generates value for the organization and meets the scope, deadline and cost. This proposal considers the first 5 steps of the PMO Value Ring methodology, which is focused on value generation In the strategic PMO roadmap, an effort of 108 days is estimated for its implementation, likewise, this would be led by the consultants of the PMO-TI. Finally, the cost-benefit evaluation that was carried out, considering a 5-year projection, is profitable, making this research work viable for the organization.
