Resumen: Históricamente en el Perú imperó el sistema bicameral; sin embargo, durante el gobierno del ex presidente Alberto Fujimori y mediante la aprobación de la Constitución Política del Perú de 1993, se instauró el sistema unicameral, aduciendo que ello generaría mayor agilización en la emisión de normas que el país requería para el logro de su desarrollo. Empero, con el transcurrir del tiempo se ha apreciado que esta modificación en lugar de beneficiar a la ciudadanía, la ha convertido en espectadora de continuos desaciertos y enfrentamientos entre los Poderes del Estado; y que quienes integran el sistema unicameral del Congreso estén cada vez más alejados del rol de representación que se les otorgó; apreciándolos además como un grupo de poder que tiene un interés personal o grupal, y que esto en definitiva afecta inevitablemente a la ciudadanía toda vez que ese Poder del Estado se dedica a temas ajenos a su función primordial.
Por lo que modificar esta situación es fundamental, y para ello es necesario que se realicen reformas a la Constitución Política del Perú, específicamente a su art. 90; siendo imprescindible la participación consciente y razonada de la ciudadanía, y para que ello sea posible la población debe tener conocimiento pleno sobre las ventajas que ofrece el sistema bicameral y las razones que nos invitan a optar por dicho sistema.
Además, el sistema bicameral viene siendo aplicado en casi la totalidad de países latinoamericanos; teniendo como primordial ventaja el contar con Cámaras de senadores y diputados que permite un mejor análisis de las leyes que se emiten; como también que las elecciones de los miembros de los organismos primordiales del país se lleven a cabo de manera razonada y sin intereses particulares o grupales, optimizándose de esa manera el rol que la norma máxima del país le otorga al Congreso.

So modifying this situation is essential, and for this it is necessary that reforms be made to the Political Constitution of Peru, specifically to your article 90; being essential the conscious and reasoned participation of citizens; and for this to be possible the population must have full knowledge about the advantages offered by the bicameral system and the reasons that invite us to opt for said system. In addition, the bicameral system has been applied in almost all Latin American countries; having as primary advantage having the Chambers of Senators and Deputies that allows a better analysis of the laws that are issued; as well as that the elections of the members of the primary organizations of the country are carried out in a reasoned manner and without particular or group interests, thus optimizing the role that the maximum norm of the country grants to Congress.
