The general objective of this research is to explain how the preparatory acts influence the process of contracting the food service of the Villa El Salvador Emergency Hospital (HEVES) in the period from January to May 2020. The total sample is 14 collaborators of the HEVES. The present research work develops the qualitative approach, of explanatory scope and phenomenological design. The results show that the Villa El Salvador Emergency Hospital did not comply with the programming of the Annual Contracting Plan, by not carrying out the call for the Selection Procedure for the Food Service that this hospital has for patients and workers who have a 12-hour continuous work day. Likewise, the necessary actions were not carried out to guarantee the convocation of the procedure since it is observed that the request was made in August 2019, but as of January 2020 the necessary procedures were not completed. The request had observations, which were made by the body in charge of contracting (Logistics Unit), which influenced the delay of the call; Likewise, the market inquiry for the annual procedure had a delay of approximately one month, while for direct contracting it took one calendar day. It is concluded that the actions of the user area and the Logistics Unit were not carried out during the appropriate times, causing the selection procedure to not be called as a conventional selection procedure in breach of thedeadline established in the management documents such as the PAC of the year 2020, which led the entity to make the decision to carry out a direct contracting due to shortages.
