Inefficient practices in the maintenance of government infrastructure affect the economic development of a country's environment. These generate deficiencies in the performance of the institution, in the performance of the service and in the performance of the building. The National Police of Peru (PNP) has a precarious infrastructure due to inefficient maintenance practices that are the cause of the ineffective fulfillment of its constitutional mandate. Based on the diagnosis of infrastructure gaps by the Ministry of the Interior, it was identified that 82.7% of specialized police establishments operate in inadequate conditions. In this sense, the objective of this research is to develop a Facility Management (FM) system for optimal maintenance management of the PNP infrastructure based on the FM approach and the Computer Aided Maintenance Management (CMMS) tool. ) at the conceptual level. This research uses the quantitative approach, explanatory scope and quasi-experimental design as a methodology. An FM system is presented that aligns the objectives of the institution for the management of the maintenance of its infrastructure. The system is based on a previous analysis of the current condition of the maintenance processes to be aligned with the objectives of the institution and what technology support systems it uses. Then, a system of priorities for maintenance attention is determined and a diagnosis of maintenance needs is made. With this, we proceed to plan, program and evaluate and control maintenance management. Finally, all changes and proposals made are documented. The result of the proposed FM system improved the maintenance management processes, it was possible to increase productivity by 31.3%. Likewise, the requirements were codified by 100% and its inventories were raised by 23.98%. Regarding the Maintenance Plan, the COIP CAP PNP Alcides Vigo Hurtado building was developed for a period of 3 years (2023-2025). By executing this plan, the scheduled maintenance percentage is expected to increase from 55.7% to 70% and the budget ratio is expected to decrease from 1.91 to 1.
