This thesis presents, on the one hand, the current state of the mode of execution of works by direct administration in Peru and, on the other hand, the need for updating in order to optimize state resources, based on new technologies and the incorporation of non- traditional methods, which are yielding great results in other countries and also at the national level. In the sampling of works by direct administration, from various entities, included in the period 2020 - 2021, it was observed that a large percentage of these, have serious deficiencies in terms of the quality of execution, for which reason the Peruvian state does not know for sure the degree of fulfillment of the proposed goals or the budget expenditure and works below the expected quality. Including all this, not generating data for future projects, losing information needed to improve the projects of execution of works by direct management. Therefore, a proposal is presented to improve the quality of works by direct management, introducing Information and Communication Technologies (ICTs), in the construction sector; these IT technologies, through the use of digital platforms, will optimize resources, times, risk management, data management, among many other factors that influence the quality of works execution. In addition, it should be borne in mind that due to the COVID 19 pandemic, a pandemic that hit the world level, the digitization process accelerated exponentially, which is why the increased use of computer tools should be taken into account.
