In Peru, according to the study “Informal production and employment in Peru, satellite account of the informal economy 2007-2019“ by INEI, informal economic activity covers 72.7%. In the case of buildings, according to figures from Capeco (2021), it is mentioned that 80% of the houses are informal. This great effort to build informally by families without much financial solvency and even others with solvency, has drawn the attention of the authorities, who, seeing this social problem, have made serious attempts to support the formalization of land and/or buildings. It is the case that, during the government of Ing. Alberto Fujimori Fujimori, Law No. 27157, its Regulations and later its Single Ordered Text for the Regularization of Real Estate was issued through the corresponding Factory Declaration. Likewise, COFOPRI was created to be in charge of the formalization of state lands invaded by Peruvian families living in poverty. Later, Law No. 29090 and its Regulations are issued, which regulate the issuance of Urban and Building Authorization Licenses, which are the regulatory instruments used by the authorities to be able to regularize and formalize informal land and buildings. Based on the aforementioned regulations and others such as DS N ° 029-2019- VIVIENDA, National Regulation for obtaining Urban and Building Enabling licenses, the objective of this research is to propose a methodology that helps specialists and occupants of land that they have built without a construction license, to seek an efficient procedure in a reasonable time and with the economy of the case. In this sense, the investigation presents in chapter I the introduction and generalities of the case, in Chapter II everything related to the Theoretical and Conceptual Framework, in Chapter III the current modalities of legal technical sanitation, in chapters IV and V the methodological proposal and its application to the case of a 3-story multi-family building with a commercial area on the first floor and finally the pertinent conclusions and recommendations. I consider that this Thesis is a contribution both for the National University of Engineering and for the families that live on land and buildings in an informal situation throughout Peru.
