Variación del monto contractual en la ejecución del tramo San Gabán a Ollachea de la Interoceánica Sur

Abstract

Este trabajo de suficiencia profesional tiene el propósito de evidenciar el incremento del presupuesto contractual del proyecto aprobado, siendo menester su ejecución con el fin de cumplir con los alcances del contrato. Asimismo, se precisa que la obra es una modalidad de Asociaciones Público Privada (APP). La obra construida se encuentra en el distrito de Ollachea, provincia de Carabaya en la región de Puno. En el entorno de la obra se caracteriza por tener un relieve muy accidentada y de laderas empinadas lo cual ocasiona la presencia de sectores críticos en el transcurso de la carretera. Dado que la vía existente estaba interrumpida, se presentan dos alternativas de solución; una por la margen Izquierda (túnel) y otra por la derecha (carretera y 4 puentes), aprobándose esta última. Durante la ejecución del proyecto se encuentran diferencias respecto al Proyecto de Ingeniería de detalle (PID), dado por la falta de mayores detalles de Ingeniería; asimismo, se precisa que estos errores vienen del estudio básico realizado. Como la obra es una modalidad de APP, se indica que la Concesionaria es responsable de la Ingeniería, Procura, Construcción y Mantenimiento para este caso del tramo 4. Por lo tanto, la Concesionaria realizó estudios insuficientes tanto técnico como también por ejemplo no se analizaron el peso máximo de transporte de las estructuras metálicas desde Lima a Obra, el cual genera adecuaciones al proyecto. Finalmente, las adecuaciones al proyecto se dan en los 4 puentes y significan 12,3% de aumento del monto valorizado en comparación al monto contractual aprobado por el MTC.

This work of professional sufficiency has the purpose of evidencing the increase in the contractual budget of the approved project, its execution being necessary in order to comply with the scope of the contract. Likewise, it is specified that the work is a modality of Public Private Associations (PPA). The built work is located in the district of Ollachea, province of Carabaya in the region of Puno. The environment of the work is characterized by having a very rugged relief and steep slopes which causes the presence of critical sectors in the course of the highway. Since the existing road was interrupted, two solution alternatives are presented; one on the left bank (tunnel) and another on the right (road and 4 bridges), the latter being approved. During the execution of the project, there are differences with respect to the Detailed Engineering Project (PID), given the lack of greater Engineering details; Likewise, it is specified that these errors come from the basic study carried out. As the work is a PPA modality, it is indicated that the Concessionaire is responsible for Engineering, Procurement, Construction and Maintenance for this case of section 4. Therefore, the Concessionaire carried out insufficient studies, both technical and, for example, they were not analyzed the maximum transport weight of metal structures from Lima to Work, which generates adaptations to the project. Finally, the adaptations to the project occur in the 4 bridges and mean a 12,3% increase in the valued amount compared to the contractual amount approved by the MTC.
