In the electricity sector around the world, electricity markets were established to obtain the benefits of competition. However, these markets must be regulated, due to the occurrence of market failures. The most conservative scheme is the so-called “audited costs“ (scheme established in Peru); however, it has information asymmetry problems, which leads to an inefficient allocation of resources. An alternative solution is to migrate to a market design based on offers, which has proven its efficiency in the US, Europe, among other regions. This thesis developed a market simulator, where the behavior of generation companies is emulated in a competitive market. In this way, now we have a tool to evaluate the impact that the establishment of a bid market would have in the currents cost-based markets. For this purpose, thermal, hydraulic, renewable solar and wind technologies, transmission system restrictions and finally energy storage systems were incorporated into the modeling. The simulator was applied to test systems, as well as to the Peruvian electricity market. For the latter, it was necessary to add to the model Take or Pay restrictions associated with natural gas supply contracts. With this, a comparison was made between the prices that the market had in Dry Season of 2021 and Avenue of 2022 with the prices obtained from the simulator.
