The fundamental problem facing Peru is the proper allocation of economic resources. In the last 10 years, more than one billion dollars have been invested annually in the construction and maintenance of the country's road networks. In order to achieve the optimization of resources, it is necessary to implement Infrastructure Management Systems, for which it is necessary to have pavement deterioration models, calibrated and validated to the reality of a given region. The HDM-4 is the most widely used pavement management tool in the world; however, its applicability is also limited to the calibration of its models, for which it is necessary to collect detailed field data for several years. This Research Thesis is the result of an effort undertaken in 2012 and sustained for more than 7 years, a period that corresponds to the construction, maintenance and operation of the second roadway of the Panamerican Highway North, where the author of the thesis has worked during the indicated period. In the first part of the thesis, the Calibration of the HDM-4 Asphalt Pavement Deterioration Models is presented. The results show important differences of the Calibrated Model with respect to the Uncalibrated Model; which ratifies the importance of using the validated HDM-4 Model to the conditions of a certain Region. In the second part, a procedure is presented to determine the Optimal Conservation Strategies, based on Multicriteria Analysis and Risk Analysis through Monte Carlo Simulation. This type of procedure strengthens decision making by allowing a more effective assessment of the risks and profitability of a project. It is important to point out that the present research has been carried out on new pavements monitored since their construction, a condition similar to having an experimental test track, which is highlighted since most of the calibrations carried out in the world have been performed on existing pavements.
