This research carried out for the Alto Andina city of Puno, in the Biocatalysis Engineering (NETBIOS) precincts in the interval of the years 2018-2021, where the purpose of the study is to expose scenarios related to drinking water, wastewater and rainwater in the high Andean lake city of Puno, whose stated objectives were, in general, “Develop the prospective scenario to guide human well-being through the different levels of variation of the infrastructure of sanitation services in urban high Andean lake cities“; therefore the specifics were, “1. Establish the diagnosis to guide human well-being through the different levels· of variation of the infrastructure of sanitation services in high Andean urban lacustrine cities. 2. Explain the urban-lake impact to guide human well-being through the different levels of variation of the sanitation service infrastructure in high Andean urban lake cities. 3. Determine the prospective methodology to guide human well-being through to different levels of variation of the sanitation service infrastructure in high Andean urban lacustrine cities“. The deductive-inductive methods used are based on questionnaire tools, interviews, documentary review, bibliography and journals, subsequently processed in reliable software for descriptive and inferential statistical analysis. The results obtained were, as decision makers, interested politicians, operating in weak contextual institutions, channeling resources, appealing to perverse incentives towards unsustainable projects with electoral returns. In diverse contexts, the integration of the sanitation infrastructure in its aspects of drinking water supply, sewage and rainwater evacuation, visualizing its coverage, connection points, overcoming diseases in future scenarios, is prerogative to overcome thresholds of real development.
