The operator system makes a daily evaluation of Primary Frequency Regulation (PFR) according to the Coes Operating Procedure PR-21 (Spinning Reserve for PFR) for all the conventional power plants with a capacity greater than 10 MW. As a result, a non-fulfillment indicator and a penalty are calculated for each electric generator unit in order to guarantee that all power plants contribute with their PFR. This work proposes a 5-step method to improve the non-fulfillment indicator and reduce the Hydro Power’s penalties. First, several simulations of PR-21 evaluations are made for all the possible evaluable periods in a month. With these a diagnostic of the representative degree of the COES Standard Model is made using some indicators. Next, the amount of electric power delivered during a real step frequency test in field is measured for each unit. Then, these results and other operating considerations are taken account in the designing process of new settings for the Speed Controller Governor of the Hydro Power Plant in study. After that, the new settings are tested for two days and simulations are made once again to calculate the improvement of performance in the PR-21 evaluation of COES using indicators. Finally, the economic impact is quantified with the estimated penalties for a month.
