The provision of spinning reserve for Primary Frequency Regulation (RPF) in Peruvian electrical system is a mandatory service required to the power generation plants to maintain the optimal balance between the production and demand of electrical energy of the system. Usually, the same generation units of the power plants are responsible for providing the required spinning reserve; however, it is necessary to limit their production and adjust certain parameters of the prime motors or turbines (control mode, droop and dead band) so these power plants are not able to dispatch at their maximum capacity, losing the opportunity to generate and commercialize the energy associated to the power required as spinning reserve. Likewise, power plants that do not provide an appropriate reserve are penalized based on their unfulfillments. The present research work takes this current problematic reality to analyze the use of Battery Energy Storage Systems as dedicated equipment for the provision of spinning reserve for primary frequency regulation service and formulates a methodology that allows determine the appropriate sizing of this technology to thermoelectric power plant operators verifying the associated technical constrains considering the requirements of the System Economic Operation Committee (COES), the behavior of the frequency in the national electricity system, the response of the Units to supply the RPF and the technical constrains of the power plants. The methodology consists in the establishment of the initial situation by analyzing the amount of energy which is left to produce due to the spinning reserve and the current unfulfillment degree of the power plant response to the RPF; the sizing of the BESS determining the power and storage energy required for the RPF; the evaluation of the technical constraints of the existing power plant such as the location and electrical connection point of the BESS; and the corresponding economic analysis. The different stages of this methodology have been applied in an analysis unit where the characteristics of the battery system required for the replacement of the entire spinning reserve assigned have been determined. The analysis of the results showed that the sizing of the system is technically correct and that the profitability and recovery time of an investment of this nature will be dependent on parameters associated to the recovered energy. The research concludes that the methodology for sizing a BESS allows determining the spinning reserve to be replaced in thermoelectric plants providing RPF.
