Abstract: El presente trabajo aporta una Evaluación de riesgos ambientales en el distrito de Quilmaná. Es uno de los 16 distritos de la provincia de Cañete, ubicada en el Departamento de Lima. Tiene como objetivo principal establecer medidas de prevención y mitigación de riesgos de desastres y que sirva como guía para la toma de decisiones por partes de las autoridades competentes de gestión de riesgo de esta ciudad.
La zona de estudio se encuentra ubicada en una zona de alta actividad sísmica debido a la interacción de las placas de Nazca y Sudamericana. Asimismo, Quilmaná está comprendida en la cuenca del río Cañete. Dicha cuenca recibe en los meses de diciembre a marzo aguas producto de lluvias estacionales de las zonas de mayor altitud msnm, de la sierra de Yauyos, estas aguas activan las quebradas y conducidas por el río Seco inunda y genera daños a la población en las zonas altas e intermedias, arrastrando material de huaico.
Se analizó el riesgo por sismo y el riesgo por huaico e inundaciones, el primero se determinó mediante el método del índice de vulnerabilidad o método italiano, el cual se obtiene mediante la evaluación de 11 parámetros estructurales y no estructurales, para el segundo caso se tomó en cuenta la metodología de INDECI para la estimación de riesgo, el cual se obtiene mediante la evaluación de 4 parámetros relacionados a las condiciones que se presentan en el distrito de Quilmaná.
Luego, con la información obtenida, se procedió a la valoración de la vulnerabilidad, evaluación del riesgo y la valoración del peligro, donde finalmente se estimó el riesgo por sismo y riesgo por huaico e inundaciones.
Finalmente, se procede a la recomendación de proyectos, destinados al control de huaicos e inundaciones estas obras pueden ser del tipo estructurales y no estructurales. Asimismo, se plantea alternativas para la reducción de la vulnerabilidad por sismo en el distrito de Quilmaná.
The present work contributes an Evaluation of environmental risks in the district of Quilmaná. It is one of the 16 districts of the province of Cañete located in the Department of Lima. Its main objective is to establish disaster risk prevention and mitigation measures and to serve as a guide for decision-making by the competent risk management authorities of this city. The study area is located in an area of high seismic activity due to the interaction of the Nazca and South American plates. Likewise, Quilmaná is included in the Cañete river basin. Said basin receives in the months of December to March waters product of seasonal rains of the zones of higher altitude (m.a.s.l), of the mountain range of Yauyos, these waters activate the streams and led by the dry river floods and generates damages to the population in the areas high and intermediate, dragging huaico (mudslide) material. The risk for earthquake and the risk for huaico and floods were analyzed; the first was determined by the vulnerability index method or Italian method, which is obtained by evaluating 11 structural and non-structural parameters. For the second case, the INDECI methodology was taken into account for the risk estimation, which is obtained by evaluating 4 parameters related to the conditions that occur in the Quilmaná district. Then, with the information obtained, the vulnerability assessment, risk assessment and hazard assessment were carried out, where finally the risk of earthquake and risk of huaico and floods were estimated. Finally, we proceed to the recommendation of projects, destined to the control of huaicos and floods, these works can be of the structural and non-structural type.
