This work presents a methodology that allows evaluating both an existing technology and a new one, in order to verify which of the two is the most efficient. It starts from an initial situation that represents a problem for the electricity distribution company, in the context of the sustained growth, between 2004 and 2009, of the electricity demand in the southern and eastern areas of the city of Lima and with a surprising increase in the international price, reaching historical maximum values, of copper as a raw material which has a direct impact on the substantial increase in prices of medium voltage underground copper cables. Starting from this initial situation, the project stages are planned, which range from an initial analysis of the problematic situation, then the search for alternatives that provide a solution to the problem, to the follow-up and validation of the alternative technology implemented in order to verify if it solves the initial problem situation. Validation is done by applying Likert scale metrics, which allows scoring and categorizing the results achieved, in various dimensions of the main objectives of the project based on the comparison with requirements by score range and level of achievement, previously defined. The results obtained demonstrate that the technology of medium voltage underground cables with aluminum conductors are efficient both technically and economically, surpassing the existing technology of cables with copper conductors in the economic aspect.
