Traffic Congestion is currently one of the major transportation problems due to the growth in the number of motor vehicles, especially the non-commercial ones, exceeding the capacities of the existing Road Infrastructure. In order to reduce congestion, the construction or improvement of roads is usually considered, hoping to reduce the loss of time and the cost of travel for the transportation system users. This is often achieved without any adequate planning or modeling of transportation networks, such as trip generation and attraction models, trip distribution, modal share and route assignment. The route assignment model represents the behavior of users for the choice of trip routes, either the private or public type. This thesis was developed mainly in the traffic assignment of private transportation in a congested network using the User Equilibrium assignment method (EU) or Wardrop, referring to the first principle of Wardrop (1952). In addition, it used the BPR function for the quantification of time, monetary trip expenses and network capacity. While the congestion equilibrium flows were obtained with the modified Frank-Wolfe method (Astete, 2011), which includes the revised Simplex method for non-linear optimization and the Bisection method for root convergence. Likewise, the equilibrium flow assignment process was automated in a congested private transport network, with the creation of the RTW1 Simulator (Wardrop Transport Network 1), programmed in the Python language. It is true that commercial modeling software exists, but its high cost of acquisition, the complexity of its management and inaccessibility to the source code, make it difficult for planners to reach ideal predictions for decision-making. Instead, the RTW1 Simulator is completely free, simple, compact and open source.
