This professional sufficiency report includes the development of the Theoretical Operational Evaluation of the Start-up of the Liquefied Petroleum Gas (LPG) Treatment Unit of the New Talara Refinery, as part of the modernization project of the aforementioned refinery, based on this the influence of the operating conditions on the starting sequence for the start- up of the unit was determined; being vital for the start of operations and for obtaining the LPG product according to the established technical specifications. When evaluating the operating conditions during the chronology in the start-up sequence, the times for each activity were reflected based on the manuals and instructions developed by the Operational Management System and experiences of leaders in similar plants that are part of the preparation process for the unit start-up; some significant “bottlenecks” were also evaluated that could alter the operating conditions and planned start- up sequence, being a restriction to continue with the start-up activities. The proposed scenario presented in the LPG Unit Start-up timeline shows four start-up days, a stabilization day, and “bottlenecks” were identified for the operating conditions, the supply being critical. of Hydrotreated Heavy Naphtha as raw material and the generation of out-of- specification products in quantities higher than planned. It is concluded that there is an influence of the operating conditions and the start-up sequence, also the proposed scenario is the most conservative and safe because it considers a safety margin of 20% due to operational contingencies, some of them being identified as “bottlenecks” or critical points.
