In Peru there is a public institution called the “Dirección Nacional de Inteligencia”, whose main function is to generate strategic intelligence to produce useful knowledge to help the highest level of government in decision making. To fulfill this task, the institution must seek and collect information from different sources of communication, including open-signal television. For this reason, it is proposed to design a satellite headend to access information from open television sources in other countries, taking into consideration that the signals will be received in Lima-Peru and come from geostationary satellites in the C and Ku bands. In addition, the information selected will meet the criteria of interest of the public institution. The activities of this work are developed under the methodology of the Project Management Institute (PMI), where the Human Resources Management Plan, Communication Plan, Work Plan and Risk Plan are defined.
