Floods and coldness are natural phenomena caused by different factors, and affect miNions of people every year around the world. Faced with this situation, sorne countries, such as mainly the Netherlands, developed technologies such as the Terps (artificial mounds of land, which could be built on houses, farms or entire villages) and Polders (techniques that consist of insulating by means of dikes a space covered by the sea), which allowed to overcome these events. In Peru, these phenomena occur at certain times of the year and their intensity varies according to the region. Before these events, our pre-Hispanic ancestors resorted to the development of different technologies to protect themselves from these natural phenomena, such as: The Waru-Waru (artificially raised cultivation beds for being in a flood area), the floating islands of the Uros (artificial islands) composed of blocks of totora plant), among others. Mainly, this research work is focused on the phenomena that catastrophically affected the population with limited economic resources, who mostly live in rural areas and depend on agriculture and livestock as a source of food and income. The population centers belonging to the rural area of llave-Puno, which are located near the mouth of the llave river to Lake Titicaca, have been studied. lt has tried to solve the problem of flooding by implementing an integral solution, which seeks to build artificial islands and on them necessary environments to lead a comfortable life, such as a house, a greenhouse and a pen for their animals, to combat cold has implemented a sustainable housing which has been designed with materials that have thermal and economic properties, to combat drought it has been considered to adapt the water wells to a pumping system which will store water in an elevated tank, which will be driven by solar panels. The HEC-RAS 2D program has been used to estimate flood water levels, for each population center studied for a return period of 100 years (flow 1295.80 m3 /s and water level of Lake Titicaca 1812.37 m.a.s.l.). With the water levels and the depth of erosion it was possible to design the artificial islands and then design the other environments with the data obtained from the field inspection.
