The objective of this research is to make available to all, a methodology to manage road projects focused on the development of new information technologies for construction, as is the case of BIM, and the development of a cost engineering that contemplates new methodologies for budgeting works. The thesis consists of six chapters. In the first chapter the generalities of the research are presented, the problems of cost overruns faced by road projects in Peru are described, the objectives that motivated the development of the thesis are presented and finally the hypothesis is formulated to salve the problem. In the second chapter the research delimits the Conceptual Framework, thus presenting concepts in relation to the BIM technology for road infrastructure, its characteristics and tools. lt also details concepts about the methodology of Dynamic Budgets in its three subsystems: cost, time and scope. In the third chapter the study project is described, its geographical location, the structures that were projected and the work budget; data that are used for the development of the research. In the fourth chapter the methodology proposal is presented, which is constituted by two flowcharts, the first, details the BIM stages for a road infrastructure project based on the manuals given by the Ministry of Transport and Communications, the second, shows a flow for the preparation of a work budget, which must be presented at the time of the bidding for road infrastructure projects. In the fifth chapter, the proposed methodology is applied to the case study, obtaining as a result the referential value of the project under an organized structure and a BIM 4D / 5D model. In the sixth chapter the results of the application are analyzed and summarized. Finally, the conclusions that demonstrate the value of applying the proposed methodology, the recommendations of the research, the bibliographical references and complementary information referred to in the Annexes are presented.
