Perform the environmental recovery by eliminating environmental liabilities (call gas emissions and fluids emissions HCs) in the areas where hydrocarbon exploitation operations were carried out from wells in Block I that affected the air, soil, but also the property of the community in the northwest of our country in the decade of the 50's, through an acceptable procedure of technical control of engineering of permanent abandonment of inactive oil wells applying special operating processes for that purpose and an evaluation methodology to identify the environmental aspects through a Matrix of Identification of Impacts (cause and effect), so that they do not generate negative environmental and / or social impacts for the populations and / or ecosystems, under the concept of sustainable development with social responsibility of the population of the Piura and Tumbes Region. In the engineering control proposal - of the integrated service of the abandonment of ATA wells by means of DS N ° 032-2004-EM, it comprises a total of 6 wells for definitive technical abandonment, located in the departments of Piura and Tumbes of Lot I “Where the proper quality control of the used fluids and cement slurry is done in their properties such as the resistance to the effort, additionally for each of the plugs placed to the wells, a tightness test is carried out, discarding in this way any type of cracking of the cement block, in general the work of the wells is concluded with a well-watertight wellhead and with a sign identifying the abandoned well. In the Impact Identification Matrix (cause and effect) methodology was developed by V. Conesa Fernández - Vítora, this methodology was used by entities such as SENACE, OEFA and MINEM in order to relate potentially shocking actions with environmental factors and social, the matrices that are described in significance are in the stage of closure, post-closure, definitive abandonment. Finally, the economics of the project and determination of abandonment costs per well, emissions elimination benefits are presented. The abandonment stage registers the greatest number of positive impacts, the positive impacts of greater degree of significance are those that impact on the environmental components that have been negatively impacted by the project processes. Finally, after the valuation carried out, the corresponding economic balance is made in the periods of closure, post closure, abandonment operations (sealing) of wells and finally APA wells and a project evaluation through a (VAN).
