The following research thesis aims to examine the primary problems with the Huaraz urban public transport system, developing a proposal for improvement including an organization of routes, an optimal design of route and fleet, and a change in improvement of road infrastructure. As a result, time and cost of travel for transport service users should be optimized; likewise it should improve satisfaction levels and reduce air pollution. The problem of urban mass transit in the city of Huaraz lies mainly in that there are too many cars that offer a taxi or group-taxi service, concentrating their routes on the main highway formed by Av. Centenario, Fitzcarrald Av. and Av. Luzuriaga, aligned on the North - South cardinal axis, linking the districts of Independencia and Huaraz. This generates excessive peak traffic hours and a saturation of the main streets of the city of Huaraz, despite the fact that the urban area between the districts of Huaraz and Independencia is relatively small (1,402 Ha. approx.). In the course of the investigation of taxi and group-taxi transport routes that predominate from east to west (and from north to south to a lesser degree) and 15 passenger vans that dominate north to south, it was discovered that taxis-group taxis make up a total of 82.19% of the vehicles that make up the Huaraz urban public transportation service. This is a maximum hourly volume of 2,726 vehicles. Combis in their predominant routes generated hardly any traffic because the percentage of these vehicles in urban public transport in the city of Huaraz is only 12.91%. Household “Origin-Destination” surveys were completed (245) as well as bus stop surveys. It was possible to determine various routes and define new bus stations. Finally, through focus groups and satisfaction surveys, we were able to determine the degree of satisfaction of urban public transport users, as well as pollution levels. One initial recommendation for improving routes was proposed as the use of passenger vehicles (15 or 22 passengers), replacing the 2726 taxi-collective / hour and reducing the number of vehicles to 369 or 252 vehicles, respectively, largely fulfilling the highway capacity of this critical strip, namely 1,800 vehicles / hour. However, in the particular case of Huaraz, the city has many routes that exceed 6,000 passengers / hour. Therefore, it is necessary to raise a long-term measure (10 years), proposing even greater vehicle capacity, focused on 18m North to South and standard buses 8m or 12m in the east - west, in a way that complies with improved comfort and safety. Finally, road infrastructure improvements include the uniqueness of the North-South corridors and the East-West axis; alternative routes for other vehicles and the proposed improvements for both highways and bus stops can be found in Chapter 9. The proposed mitigation measures allow the assumptions of the hypothesis to be met, reducing pollution to 90%, well above the 20% originally proposed, applying two scenarios, the users of the public transport raise their satisfaction levels from 13.18% to 89.19%, an increase of 76.01%, which is higher than the 60% proposed. We conclude this validates of our part of the hypothesis. The production of a first-hand, accurate study is thanks to the large amount of data collection for this thesis, allowing for short and medium-term change scenario proposals for the Huaraz metropolitan-area transportation system.
