Impacto de los proyectos de inversión pública en los sectores salud y saneamiento para impulsar el progreso social de la Región Pasco, periodo 2004 - 2015

Abstract

Objetivo. Determinar la correlación entre el Impacto de los Proyectos de Inversión Pública en los Sectores Salud y Saneamiento, y el Impulso del Progreso Social de la Región Pasco, en el periodo 2004 – 2015. Métodos. Se diseñó un estudio descriptivo, analítico, observacional y correlacional con una muestra de 384 pobladores de la Región Pasco en el periodo 2004 – 2015. La selección de la muestra fue probabilística, cada poblador tenía la misma probabilidad de ser seleccionado. Los datos se obtuvieron a través de la aplicación del Instrumento cuestionario-encuesta para evaluar el Impacto de los Proyectos de Inversión Pública en los Sectores Salud y Saneamiento, y el Instrumento cuestionario-encuesta para determinar el Progreso Social de la Región Pasco, en el periodo 2004 – 2015, instrumentos elaborados teniendo como base cuestionarios existentes y aprobados. Apreciaciones. En ese contexto, el investigador encontró las condiciones para estudiar sobre el impacto de los proyectos de inversión pública en los sectores Salud y Saneamiento, que si bien en los últimos cinco años las inversiones en los dos sectores estudiados se ha incrementado significativamente, pero los problemas de salud persisten y existen serios problemas de servicios complicados y caros en la asignación de los recursos; pero sin embargo se puede utilizar tecnologías sofisticadas para transformarlos en servicio simples y baratos; dotando al sistema de inversión y gestión pública de tecnología de punta para impulsar el progreso social en la Región Pasco. Resultados. Los resultados obtenidos nos indican que existe una correlación altamente significativa entre el Impacto de los Proyectos de Inversión Pública en los Sectores Salud y Saneamiento para Impulsar el Progreso Social de la Región Pasco, en el periodo 2004 –2015. Conclusiones. El alto índice de correlación entre las variables en estudio encontrado

en esta investigación nos llevó a concluir que el Impacto de los Proyectos de Inversión Pública ejecutados en los Sectores Salud y Saneamiento en la Región Pasco, en el periodo 2004 – 2015; han tenido repercusión en el Progreso Social de la Región Pasco en el mismo periodo. Recomendaciones. Al analizar la relación entre el Impacto de los Proyectos de Inversión Pública en los Sectores Salud y Saneamiento para Impulsar el Progreso Social, encontramos que los puntajes desagregados proveen información útil acerca del comportamiento de los diferentes componentes que pueden contribuir a un estudio a nivel de gobierno local. Se recomiendan los resultados obtenidos en esta investigación, porque pueden ser un punto de partida para investigar más sobre los factores que determinan que una Región sea exitosa o no, e importantes para quienes buscan generar ideas orientadas a incrementar el progreso social.

Objective. Determine the correlation between the Impact of Public Investment Projects in the Health and Sanitation Sectors, and the Impulse of Social Progress of the Pasco Region, in the period 2004 - 2015. The data was obtained through the application of the Questionnaire-survey instrument to evaluate the Impact of Public Investment Projects in the Health and Sanitation Sectors, and the Questionnaire- survey instrument to determine the Social Progress of the Pasco Region, in the period 2004 - 2015, instruments prepared based on existing and approved questionnaires. Appreciations. In this context, the researcher found the conditions to study the impact of public investment projects in the Health and Sanitation sectors, which although it has increased significantly in the last five years, serious service problems remain complicated and expensive in the allocation of resources; but nevertheless, sophisticated technologies can be used to transform them into simple and cheap services; endowing the investment and public management system with the latest technology to promote social progress in the Pasco Region. Results. The results obtained indicate that there is a highly significant correlation between the Impact of Public Investment Projects in the Health and Sanitation Sectors to Promote Social Progress in the Pasco Region, in the period 2004-2015. Conclusions. The high correlation index between the variables under study found in this research led us to conclude that the Impact of Public Investment Projects executed in the Health and Sanitation Sector in the Pasco Region, in the period 2004-2015; have had an impact on the Social Progress of the Pasco Region in the same period. Recommendations. When analyzing the relationship between the Impact of Public Investment Projects in the Health and Sanitation Sectors to Promote Social Progress, we find that the disaggregated scores provide useful information about the behavior of the different components that can contribute to a study at the government level local. The results obtained in this research are recommended, because they can be a starting point to investigate more about the factors that determine that a Region is successful or not, and important for those who seek to generate ideas aimed at increasing social progress Key Words: Impact, Public Investment Projects, Social Progress.
