Quilmaná, district of the province of Cañete, whose influence is composed of the annexes La Huerta, Cinco Equinas, Unión Quilmaná, etc., which make up the study area. The study area is about 161 m.s., with a temperate-semi-intensive climate. The arid geography and the climate that it presents make life zones exist, with ample lands suitable for cultivation, as well as a large amount of land for grazing. The natural resources are varied in terms of flora, fauna and ecosystems; and as a development potential, agriculture and livestock stand out. The population of the study area, according to the INEI census of the year 007, reached 13,663 inhabitants; The approximate area of the study area is 43 740 Ha. and has a density of 31.2 Hab / Ha. A population of 19,018 is projected for the year 2030. In the study area, 49.74% of the population are women; the illiterate population that represents 9.02% of the population, of which 62.3% are women. Regarding the educational level 37.18% of the population only reached the secondary level and only 4.95% finished the university. The city of Quilmaná owns diverse institutions, emphasizing the District Municipality of Quilmaná. Most of the study area is rural characterized by being composed of annexes, consisting of ten annexes. The road infrastructure of the study area is made up of paved roads; the sanitary infrastructure contains the water, sewage and solid waste disposal systems of a regular state. The study area has an electric service infrastructure in good condition, and the communication infrastructure includes radio, television, telephony and internet. The productive structure has as main income contributor to agriculture, and as the main activity that includes the largest amount of labor. The study area has various services such as transportation and communication. In terms of social services, there is education, health, recreation and security. The low state of water services, drainage, equipment; especially the lack of coverage of water, sewage and health services in the rural area, resulting in a low standard of living. In the diagnosis, the problems that affect the population were determined, the main ones being the lack of infrastructure for the prevention of disasters, the lack of access to water services, drainage, health, etc .; and without the prompt solution of these problems, the low standard of living will be prolonged. The development guidelines include strategic objectives that intend that the study area be an integrated, articulated, orderly and dynamic geographical space with sustainable development based on the use of natural resources; propose projects that benefit the population by obtaining an adequate and safe environment for the development of the human being; where the general society participates in the development and improvement of the standard of living.
