The main objective of this research is the application of the planning and integrated budgets methodology (MPPI) to control the costs of possession and operation of the Heavy Machinery (MP) that most affect the production of the work “Vías Nuevas de Lima “, This methodology seeks to optimize the use of resources such as: equipment, labor and materials, through the elaboration of a planning and budget that corresponds to a faithful forecast of the future execution of a work, considering all the variables Which are intrinsic to such execution. The fundamental problem wasn’t having a systematic methodology that allows us to obtain the actual hourly cost of Heavy Machinery (MP) that most affect the production of road works, which don’t allow to identify and correct in a timely manner the costs mainly caused For the unproductivity of these, since many methodologies used to determine the real time costs are based on averages and the use of tables, which often have nothing approximate when analyzing a specific machinery. The problem was dealt with by the application of the MPPI, through the selection of the equipment considering the productivity variables in the different services of the work, the analysis of unit costs for the rented and own equipment, taking into account for the equipment Leased their losses for payment of minimum hours to the owner according to the lease, arriving to obtain the unproductive costs provided for rented equipment. In the harvesting phase, the field formats were used to collect the hours worked, man hours of the operator, fuel consumption, maintenance and repair costs, lubricants and grease consumption, filter consumption costs and the cost of tires. Then all the information collected from quantities and costs of the possession and operation inputs was processed using the Engineering System software from which the hourly costs incurred for each Heavy Machinery Family were obtained. By means of the obtained results it was possible to identify the overcharges of the most frequent heavy machinery (MP) of use in the work, allowing to know in detail the main variations of the input indices realized of the costs of possession and operation, such as rent, operator ,Fuel, mechanical operator, preventive maintaining, corrective maintenance, lubricants, grease, filters and tires, arriving until obtaining the following comparatives for the tipper truck as the: hourly cost of the Family Dump Truck Rented and Own versus the contractual hourly cost recommended by the Peruvian Chamber of Construction (CAPECO), cost of rent versus the hourly cost of own units, economiceconomic yield, forecast versus contractual economic performance for the most incident item of the work, where the overcharges caused by the unproductivity of these units were identified. Finally, we performed the comparative cost trend analysis for the dump truck, which allowed us to make decisions to optimize the hourly cost and the unit performance in the most incident of the work, in order to increase the productivity of these units. Likewise, in the comparisons of the fuel consumption indexes for heavy machinery (MP) used more frequently on site, the rates recommended by CAPECO were very conservative estimates for dump trucks, and in the case of motor graders presented conservative estimates For some brands, while in others they had a good estimate of fuel consumption. In the comparisons of fuel consumption indices by Heavy Machinery (MP) brands, the SCANIA brand was the one that presented the most fuel saving efficiency for dump trucks, while for motor graders and smooth self-propelled rollers the CATERPILLAR brand was the one that presented greater efficiency in the fuel saving in comparison with the other marks.
