The expansión of the natural gas market, in countries with a large territorial area, is affected by the lack of infrastructure for transport. The need to encourage the widespread use of natural gas, outside the large consumption centers, seeks to provide the market with a clean, efficient, cheap, abundant fuel that meets the emission parameters set by environmental bodies, in addition to stimulate the use of natural gas as a source of energy for domestic, commercial and industrial use. The use of natural gas has a strong impact on industrial, logistical and environmental costs during the replacement of diesel, gasoline and LPG and produces lower levels of emissions. Transport technologies, known as virtual gas pipelines: CNG (Compressed Natural Gas) and LNG (Liquefied Natural Gas), can carry natural gas in peripheral regions even without the existence of a pipeline network, stimulating and developing new markets in small cities or medium. The technical-economic analysis of the following research shows that the natural gas transportation medium by LNG transport technology is important, not only as a support to the decision on new investments, but also to be based on the creation of the necessary conditions for the Prospecting new markets, becoming consumption- inducing elements, until the market is mature enough to be served by a gas pipeline. Subsequently, the virtual pipeline can be taken to new regions, with full use of the equipment. The present investigation refers to the gasification issue of the city of Huancavelica due to the technology of Satellite Plant of Regasification, whose use will bring benefits to the city itself and this to its inhabitants, the need of the present investigation is to demonstrate the feasibility that can a Satellite Regasification Plant will be used for its different uses; domiciliary, commercial and industrial, this mitigating the difficulties and at the same time replacing other fuels that can be expensive, in some cases scarce and harmful to health such as the environment. The main feature of this type of technology has been beneficial in other countries such as the US, Spain, Chile, Etc. It is also being used in the Southern sector of Peru with Natural Gas Fenosa Peru (GNFP), as mentioned by the magazine Gas Actual N ° 138 of the year 2016, where it is mentioned that the new gas year begins with a change of trend in gas consumption and where indeed the company Gas Natural Fenosa, makes known that it will take the Natural Gas to the city of Arequipa with all the energy in the world, in the same way they see the North sector with Gases del Pacifico SAC moving Liquefied Natural Gas in cryogenic tanks and to each sector and later transferring it to the Regasification Plants, then converting it into a gaseous state by means of atmospheric regasifiers and delivering it to the consuming users; residential, commercial and industrial. To analyze this problem it has been necessary to mention the causes such as; the exorbitant cost of other fuels, the scarce seasons of this one, the climatic change in the city of Huancavelica and the increase of the friaje, the low cost of the consumption of the Natural Gas, etc. Therefore, these main causes were taken as reference to carry out the research and demonstrate the profitability for those investors and bring benefits to the population of Huancavelica, it is important to point out that the sources that were reviewed to put into consideration the causes of why our research problem They have been from various sources such as those of the Peruvian Society of Environmental Law (SPDA), in its book Adaptation to climate change in high Andean communities, the central and southern highlands: Huánuco, Junin, Huancavelica, Ayacucho, Apurimac, Cusco and Puno. Proposed Action Plan 2015 - 2022. In addition, the sources of the National Institute of Statistics and Informatics INEI were reviewed, who provided information regarding the social and economic aspects of the Huancavelica region. The investigation of this social problem was made in the interest of knowing the ease and cheapness of the use of this fuel, at the same time as an alternative, replacing the other fuels that are currently used by the same population, the same fact that he can not get to the same city. The present investigation, through a cash flow analysis, describing the type of Regasification Satellite Plant, volumes to be transported and distance to be traveled, ending with the calculation of the transportation cost of natural gas. The variables will be analyzed and taken into consideration: consumption, distances between the supply and delivery places, travel time, type of route, road structure, taking into account transport regulations, the environment and the safety of climatic conditions. From the technical point of view, they are considered: type of cylinder, storage and transport capacity, form of compression, form of loading, unloading and supply to the city of Huancavelica.
