Peruvian governmental and scientific agencies, academic institutions and the National Institute of Civil Defense (INDECI) have identified as a signifcant risk the possibility of a large-scale earthquake and tsunami on the central coast of Peru. This possible disaster scenario would exceed the national response capacity and require the support of international cooperation. In general, international actors have a humanitarian mandate to prioritize the preparation for a timely and quality response supportive of the state whenever it so requests. The National Humanitarian Network (RHN) is a network agency of international cooperation and the Peruvian government to carry out humanitarian work during Level V emergency scenarios. The objective of this thesis is to demonstrate the practical application of the available technical studies related to earthquake and tsunami risks for Lima and Callao in order to aid planning at the RHN in the event of a disaster. The main finding of this thesis identifies that the seismic risk along the central coast of Peru would cause loss of human life and damage to essential services that would affect the operational continuity of the state. The complexity of the response would demand articulation of mechanisms for the international cooperation to complement the state response. Therefore, the RHN has adopted the cluster Approach to promote leadership in sectoral coordination between public institutions and humanitarian organizations. lt focuses on essential issues such as nutrition and food security, water and sanitation, health, education, protection, early recovery, telecommunications, and logistics. In this thesis these mechanísms are analyzed to determine the possible action of the international cooperation in the tace of a large scale disaster.
