The efficient provision of infrastructure services is one of the most important aspects of a development strategy for a region, so it is important to ensure products for society that are made with an adequate quality (project, execution and client); and establish a criterion that allows improving not only this indicator but also productivity, making this an integral objective that allows the improvement of all the parties involved with the execution of a project. In the research the Design of a Management Model (Q & P) is proposed, which allows to improve the quality and productivity in identification works, making use of eight criteria: Planning / Planning, Resources, Constructive Process (Execution), Product, Dynamic Evaluation, Result Product, Customer Result and Business Result. The contribution and success of the model focuses on the use of an indicator that is the severity index (GI), which takes into account the technical specification and time; the control and monitoring of this indicator, allows to reduce the reworked works and increase the productivity in the execution of the projects. In addition, the proposed model seeks the use of a dynamic database that allows the timely treatment of the non-conforming product, which provides pre-defined solutions to the most frequent non-conformities, avoiding rework and increasing productivity. It is necessary to indicate that the design of the proposed model complies with the standards established in ISO 9001: 2015, making it able to achieve the corresponding certification.
