In the last 12 years in Peru, the exponential growth of urban construction has generated the growing amount of RCD construction and demolition waste. This activity is regulated by Supreme Decree 03-2013-HOUSING Regulation for the Management and Handling of Waste from Construction and Demolition Activity RCD, this document mentions the management, handling, storage, transport, control, final disposition of This waste, it also mentions which are the regulators. Unfortunately this regulation has not been disseminated so its ignorance generates that there is an adequate management of RC&D since no entity takes care of its control. The country does not have an exclusive database on the production and characterization of RC&D, thus generating a vacuum of this information that is key to its study, not being measurable the negative socio-environmental impacts that it produces. The construction companies dedicated to this item do not have Plans and / or models of Management of RCD therefore its management, management is inefficient or almost null. In order to be able to generate a good management model, the present research thesis, which is part of generating a database, developed in the District of San Sebastián, province of Cusco, comprises two stages: the first one The identification of impacts resulting from the mismanagement of RCD, analyze the main problems faced by the entrepreneur in order not to implement good management, to know the production and characterization of RC&D in the years 2015 and 2016 in the District. This first stage concludes with providing entrepreneurs with management options based on the economic factor that is the main concern of this sector. The second stage includes proposing an environmental technical tool to support construction entrepreneurs for the elaboration and implementation of RCD management plans that improve their management model, it is a simple management tool that allows to set objectives Measurable in time and in turn allows these objectives to be corrected, improved according to the needs that are presented. This tool is based on proposals proposed by IHOBE, Public Society of Environmental Management of the Basque Government-Spain, BLOC VAXA S.L. And the Universidad Politécnica de Catalunya, it should be mentioned that this planning has been modified according to our social and environmental reality taking into account our current legislation.
