Abstract: En los últimos 12 años en el Perú se ha generado un crecimiento exponencial de la construcción de edificaciones urbanas, las que cada vez generan más residuos de construcción y demolición RC&D. Esta actividad está regulada por el Decreto Supremo 03-2013-VIVIENDA Reglamento para Gestión y Manejo de los Residuos de la Actividad de la Construcción y Demolición RCD, este documento hace mención a la gestión, manejo, almacenamiento, transporte, control, disposición final de estos residuos, también se menciona cuáles son las entidades reguladoras. Lamentablemente este reglamento no ha sido difundido por lo que su desconocimiento genera que no exista una adecuada gestión de RC&D ya que ninguna entidad se ocupa de su fiscalización.
El país no cuenta con una base de datos exclusiva sobre la producción y caracterización de RCD, por ende se genera un vacío de esta información que es clave para su estudio, no siendo medible los impactos negativos socio ambientales que produce. Las empresas de construcción dedicadas a este rubro no cuentan con Planes y/o modelos de Gestión de RCD por tanto su gestión, manejo es ineficiente o casi nulo.
Con el fin de poder generar un buen modelo de gestión se realiza la presente tesis de investigación, la misma que parte de generar una base de datos, desarrollada en el Distrito de San Sebastián, provincia del Cusco, que comprende tres etapas: la primera es conocer el estado actual de la gestión empresarial analizando que problemática enfrenta para no implementar una buena gestión de RCD, la segunda es saber la producción y caracterización de los RCD de los años 2015 y 2016 en el Distrito y la tercera que comprende la identificación de impactos producto de la mala gestión de RCD.
La segunda etapa comprende proponer una herramienta técnico ambiental que sirva de soporte a los empresarios de la construcción para la elaboración e implementación de planes de manejo de RCD que mejoren su modelo de gestión, se trata de una herramienta de simple manejo, que permite plantearse objetivos medibles en el tiempo y a su vez permite que estos objetivos sean corregidos, mejorados según la necesidades que se presenten. Esta herramienta se basa en planteamientos propuestos por de IHOBE, Sociedad Pública de Gestión Ambiental del Gobierno Vasco-España, BLOC VAXA S.L. y la Universidad Politécnica de Catalunya, cabe mencionar que este planteamiento ha sido modificado acorde a nuestra realidad social y ambiental tomando en cuenta nuestra normativa vigente. También incluye brindar a los empresarios opciones de manejo basados en el factor económico que es la principal preocupación de este sector.

The construction companies dedicated to this item do not have Plans and / or models of Management of RCD therefore its management, management is inefficient or almost null.
