The production of affordable housing is nowadays a priority for the state and for those who have the responsibility and initiative to propose solutions that improve the quality of life of the population; Currently, the efforts of the Ministry of Hou sing, Construction and Sanitation through the different programs implemented have become insufficient in the face of the growing demand for housing and the high costs of the market, where low socioeconomic levels are the most disadvantaged. On the other hand; the city of Cuzco, the birthplace of the Tahuantinsuyo empire, declared a World Heritage Site by UNESCO, has established itself as the most important tourist destination in Peru and one of the most important in the world, where incoming tourism increases each year, benefiting mainly the private sector agents. In this context, a “Management Model for the promotion of high density popular housing as a tourism product“ is proposed, with the objective of taking advantage of the potential of tourism to develop social enterprises related to a “productive housing“; where, through the state, strategic allies will be identified in order to promote, manage, finance, design, execute and monitor the housing project from its conception. The research proposal includes a strategy alliance model that integrates public and private initiatives, a prototype of vertical “productive housing“ in order to maximize the “soil“ resource; where a percentage of the useful area of the dwelling is intended for the alternative accommodation of tourists and a business model to guide the beneficiary resident in the administration of the accommodation; In this way, access to a home is facilitated, land use is intensified and a socio-economic activity is generated, making use of part of the space acquired in the dwelling.
