This research paper aims to improve the competitiveness standards of micro and small enterprises (MSEs) in the construction sector in the Cusco Region, through the formulation of a management model that integrates engineering, procurement, construction and monitoring (IPCM); from a perspective of adequate planning, integration, systematization and measurement of indicators at each stage; that they constitute a tool of easy access, friendly and simplified platform to the size of the investigated companies. To propose the model, first a structured fieldwork was developed for each stage; that allows to visualize the main weaknesses within the MSEs of the sector; by measuring its main management indicators. Taking the statistics and results of the field work, the IPCM integrated management model is proposed, in order to improve the indicators found in the field work. This model is structured by management procedures for each stage, management tools, measurement formats and computer applications that can dynamize the process of control and evaluation in the company. One of the most important contributions of the research is the proposal of the management indicators control board; which contains 16 indicators to measure, under the semaphore type threshold scheme and which fundamentally control the management of time, cost, quality, integration, safety and environment. The periodic control of the value of these indicators is a tangible way to measure the performance of the organization, in addition it will allow to compare results and make timely decisions of prevention or correction. The implementation of the IPCM Integrated Management Model; it is a sequential, planned process that requires the full commitment of senior management and a committed team to achieve the objectives set and to ensure the continuous improvement of the company.
