This thesis work named “Model of solution for accesses to IP services in wide Bandwidth or Broadband (BB) for development zones across Third Operators (TOs) ”, developed as ex-student of Post-grade of the National University of Engineering, Faculty of Electrical Engineering and Electronics, aims to propose an efficient model of IP network in the way that a TO would be able to offer broadband access services, being supported in the infrastructure of a domineering Carrier provider of telecommunications services, facilitating the implantation of local access networks in order to satisfy the final wideband requests of users, principally in development zones and rural areas. The current model for TOs offered by the domineering operator in our country, Telefónica del Perú S.A.A., is based mainly on ATM (Asynchronous Transfer Mode), technology actually on phase out, so the methodology and procedure for the development of this study are framed in proposing new models based on Ethernet technology with virtual networks, thereby it develops functional tests in laboratory in order to validate its efficiency and flexibility and verifies its functioning and correct operation. The study is faced to give an integral technical solution with a point of view to senving those sectors that are provided with scarce infrastructure of telecommunications or saturated and inadequate external plant, allowing in this way, an adequate access to IP services of wide band, such as: Internet, VoIP, multimedia and added value, between others services. The final presentation of results are consolidated with the implantation of the proposed solution, localities are characterized thus in this manner they can be attended as a pilot in a short / medium term, in that way there are proposed the use of technical existing facilities of the network of Telefónica del Perú S.A.A., use the economic financiers resources of FITEL (Fondo de Inversión en Telecomunicaciones) and referential costs subject to be regulated and optimized by the update of the tariffs for technology Ethernet by OSIPTEL (Organismo Supervisor de Inversión Privada en Telecomunicaciones).
