The development of hydroelectric projects in Peru involves not only the technical assessment of water use in a given watershed, but also environmental-economic evaluation for feasibility. Also, for the activity of generating electricity through a hydroelectric plant, it is required to obtain from the state a concession, in accordance with the requirements and procedures set out in the Electricity Concessions Law and the framework for the electrical activities. But this kind of energy entrepreneurship is not an exclusive right, at least until a final award, electric law does give the holder the exclusive right to make the execution of the works and the operation of a specific use is approved hydropower. Therefore, there may be several hydropower development alternatives studied in the same catchment area, which could lead to a situation of competing requests conferral. Indeed, this type of administrative events is provided in the Electricity Concessions Law and Regulations, rule providing both the criteria and administrative procedures to be followed in the event of multiple requests for final concession, in order to select the best alternative. In that sense, although the current rule contemplates such occurrences and procedures to be followed by the Directorate General of Electricity to resolve this situation, but this framework is not precise or specific the criteria to be used to choose the best option that used natural resource more efficient use. That is why, this research is based on this inaccuracy, in order to propose a methodology for selecting the best water use for energy purposes, introducing technical, environmental and economic criteria that are unique to hydroelectric projects, and use as part the evaluation, process of Hierarchical Analysis method and Analytic Hierarchy Process (AHP), created by Professor Thomas L. Saaty. We have chosen this method because it combines various technical criteria, which in turn facilitates a comprehensive analysis of hydropower projects that are in the process of competing for a concession, hoping that this kind of assessment will provide the General Electricity and promoters of hydropower projects, ensuring a more objective selection and accurately.
